What is Patta?

Patta online is basically a legal document in the name of the actual owner of the property by the Tamil Nadu government. It can be obtained from the Tahsildar’s office of the particular district or Patta online application can also be filed. Usually, Patta contains the following information:

  • Name of the District, Taluk, and Village
  • Patta Number
  • Name of the owner
  • Survey number and subdivision
  • Is it a Wetland or a Dryland (Nanjai Nilam and Punjai Nilam in Tamil)
  • Area of the land and Tax details

The seller of the property must have valid Patta for the land that he is going to sell for a clear property title. Whereas the buyer must apply to the concerned Taluka office for transfer of Patta to the buyer name to maintain a clear title but after the purchase of land.

Importance of Patta form

  • The Patta form indicates the legal ownership of the land. The form is issued either in the name of the owner or the names of the co-owners (in case of joint holdings).
  • Patta could be used in the case of any disputes to the entitlement of the property.
  • In case of sale or transfer of the property, Patta will be the main determinant of the ownership of the property.
  • And if the government wishes to ascertain land, then it has to pay the compensation to the Patta holder (since it signified the first right to the title over that property).

What is Chitta?

It is also a government document maintained by the Village Administrative Officer (VAO) and the Taluk office pertaining to immovable property. A Chitta has the classification of the land between Nanjai (Wet-land) and Punjai (Dry-land) along with the details of the owner of the property.

Important note: 

Nanjai is the land with plenty of water usually with water bodies like rivers, canals, ponds, etc. On the other hand, Punjai is the land with fewer water bodies and have facilities such as bore-wells.

After 2015, the Tamil Nadu government does not issue a Chitta. The above-mentioned two terms— Patta and Chitta were merged into one document with all the relevant details mentioned in the Patta.

Online procedure for getting Patta Chitta

The Tamil Nadu government has computerized records of Patta Chitta. You can also access Patta Chitta online or by approaching the concerned Taluka office. Following are the online procedure for obtaining Patta Chitta:

STEP 1.

Visit the Tamil Nadu Patta Chitta website which is generally available in two languages: English and Tamil. You can click the given link for the English version.

STEP 2.

Choose the given option “View Patta & FMB/Chitta/TSLR Extract” and then select the district in which the property is located.

STEP 3.

Enter all the details now related to the property for which Patta Chitta is required in the given screen.

STEP 4.

Following is the certificate from the Town Survey Land Register that would be issued online after submission with the information of the property. This certificate would contain details such as the type of construction on the property, Municipal door number, locality, type of land, etc.

In such circumstances, the owner of the property can approach the concerned Taluka office or Village Administrative officer for the same. Whereas in the case of Patta Chitta transfer, an application for transfer must be submitted in the application form shown below:

What are the documents required for Patta Transfer?

You have to submit the following documents along with the Patta transfer application form:

  • Signed Patta transfer application
  • Copy of sale deed. Original documents must be submitted for verification
  • Possession proof like EB bill or property tax receipt
  • Encumbrance certificate

What are the cases for the transfer of Patta?

  • If there is no will made by the owner, then the legal heirs of the deceased will inherit the land to their respective names.
  • If there is a will made by the owner, the beneficiary of the land can transfer the Patta in their name with the consent of those who’re considered the immediate heirs of the deceased.
  • Or if there is a sale/purchase of the land, then the Patta could be transferred to the buyer of the land.
