Jeevan Pramaan: A Digital Life Certificate

Introduction

After retirement, a pension is the sole mode of income for most of the retired employees. In India, the citizens who are enjoying pension must submit a certificate called Life certificate every year to the concern Pension Disbursing Authorities (PDAs). Through this process, the Pensioner can continue to receive their pension. This facility is available not only for retired employees of Central Government but also for State Government and other government institutions. Jeevan Pramaan is basically a biometric-enabled Aadhaar-based Digital Life Certificate. It is mandatory to be generated such Digital Life Certificate for every pensioner using his/her Aadhaar number as well as biometrics to streamline pension disbursement.

Important note:

Life certificate: It is also known as the certificate of existence which is generally a document signed by a responsible person to assure that pensioner is still alive to receive the pension. The pension disbursing agencies and the government need to check periodically that pensioner has not died in order to avoid overpaying annuities and pensions.

What is Jeevan Pramaan?

The scheme of Jeevan Pramaan or Digital Life certificate was launched by Honorable Prime Minister Shri. Narendra Modi on 10th Nov 2014. In India, usually, all the pensioners are required to submit a Life certificate to Pension Disbursing Authority in November month of every year. Moreover, in some of the cases, the pensioner him or herself need to be present personally for receiving the pension.

The offline procedure of creating life certificate includes a physical presence that has caused huge hardship, particularly to the aged pensioners. Now, Jeevan Pramaan is eliminating such hardships by digitizing the whole procedure. The scheme of Jeevan Pramaan enables the pensioner to generate a digital life certificate using a software application as well as secure Aadhaar based Biometric Authentication System. The generated Digital Life Certificate will be stored online in  Jeevan Pramaan website. Besides, Pensioner & Pension Disbursing Agencies can also access the life digital certificate online at any time to confirm the existence of the pensioner.

Eligibility

Following are the eligibility criteria to avail the facilities of Jeevan Pramaan :

  • An applicant should be a pensioner.
  • An applicant should be a retired government employee (Central Government, State Government or other Government Institutions)
  • An applicant should have a valid Aadhaar number.
  • The Aadhaar number of an applicant should be registered with the Pension Distributing Agency.

Requirements for Jeevan Pramaan Generation

Following are the requirements for generating Jeevan Pramaan:

  • Aadhaar number
  • Mobile number
  • Applicant’s Aadhaar number should be registered with PDA ( bank or Post Office etc)
  • Biometric device
  • PC with Windows 7.0 & above Android Mobile/Tablet 4.0 & above
  • Internet Connectivity

How to generate Jeevan Pramaan online?

Following are the steps to generate online Jeevan Pramaan:

STEP 1.

Go to the home page of Jeevan Pramaan.

STEP 2.

Select the download option from the menu bar.

STEP 3.

Enter your e-mail ID in the space provided. Then, click on “I agree to download”.

STEP 4.

Now, you will get the link to download Jeevan Pramaan Windows & Android client software. It can be done with PC/Mobile/Tablet.

STEP 5.

Here, you can install client software in your PC/Mobile. All you need to complete the two basic steps, such as User Registration & Certificate Authentication to get Digital Life Certificate.

♦ How to do “User Registration”?

  • First of all, authenticate the biometric device with PC/mobile/tab. (biometric registration is a onetime process)
  • Enter your Aadhaar Number and a mobile number and click on Generate OTP.
  • Then, you will receive an OTP to the registered mobile number.
  • Once the correct OTP will be entered, the next screen will be displayed. Then, enter your Name & Email ID and click on scan Finger.
  • Now, scan your fingerprint on fingerprint scanner or scan eye on Iris scanner connected to PC/Mobile/Tab.
  • At last, you will get a message in the pop-up window as “Device registration successful”. Just click on “OK”.

♦ How to do “Certificate Generation”?

  • Enter Applicant’s Adhaar number and mobile number on this screen. Then, click on Generate OTP.
  • The applicant will receive an OTP in his/her mobile. Provide the same in space given and click “OK”.
  • Following are the information that an applicant needs to enter in the next screen:

– Pensioner Name

–PPO Number

–Type of pension

–Name of Sanctioning Authority

–Name of Disbursing Agency

–Name of Agency

–Email Id

–Select Remarried options

–Select Re-Employed Options

  • Choose the “No objection” option and move to scan a finger.
  • As soon a the Fingerprint/Iris Authentication is successful, the life certificate of the pensioner (applicant) will be displayed. An acknowledgment SMS will be sent to the pensioner with Jeevan Pramaan Certificate ID in his/her mobile number.
  • Now, click on “Print” to get Digital service centers.

♦ How to download Jeevan Pramaan?

Anytime and anywhere, the PDAs can access and view the Jeevan Pramaan of a pensioner in the Jeevan Pramaan website. The facility of account sign up in Jeevan Pramaan has been created for Pension Disbursing Agencies / Sanctioning Authorities only (Banks, Post Office, State Govt. etc ).

The registered PDS can view Jeevan Pramaan of a pensioner by providing the registered mobile number, Aadhaar number & OTP.

How to Generate Jeevan Pramaan through Digital services centers?

  • Go to the nearest citizen service center, bank or any other government offices having digital service facility. This you can locate by Jeevan Pramaan portal on your own.

How to locate Centers?

Just follow the following steps:

STEP 1.

Go to  Jeevan Pramaan webpage.

STEP 2.

Choose your location, state, and district from the drop-down menu. Types of location available in this portal are given below:

  • CSC
  • NIELIT Centre
  • Government offices
  • Jammu & Kashmir Bank

STEP 3

As soon as all the details would be selected, a list of the centers in the particular area will be displayed.
