What is the RNI registration?

In India, newspapers are the major source of advertising revenues, especially vernacular newspapers. The main example of such newspapers is Times of India and Hindustan Times that comes under the top 10 newspapers. The reason why these newspapers are ahead is the literacy rate. Apart from this, the coverage of content is credible and excellent. But for reaching to that level, one has to start up with the RNI registration at the initial point. It is mandatory for the owner to obtain a registration first from the Registrar of the Newspapers. The approval from RNI is needed before establishing an organization of Newspaper, Magazines, Journals etc.

Who frames the rules for Newspaper?

The Ministry of Information and Broadcasting controls and frame the rules for the Registrar of Newspapers for India (RNI) as per the Press and Registration of Books Act, 1867 (PRB).

Basic requirements for RNI registration

A newspaper should contain the following information:

  • Issue number
  • Volume number
  • The Title should be prominently displayed on the cover page and on all pages
  • Dateline
  • Page number
  • An imprint line containing the following:
  • The name of the publisher
  • Printer
  • Editor and owner
  • Address of the place of publication
  • Name and address of the printing press

In case, the printer and the publisher are different people, then there is a requirement of submission of a separate declaration.

Documents Required

There are some basic documents as well as KYC documents that are required for RNI registration. Following are the picture that portrays the documents:

For registration

  • Title Verification Letter.
  • District Magistrate/Additional District Magistrate etc must authenticate the declaration.
  • For No Foreign Tie-up, affidavit should be duly signed by Publisher and Notarized
  • A Copy of the first issue of the newspaper publication brought.
  • Printer Agreement along with the copy of the printing press.

For KYC

Post registration

  • On February last, the first issue should contain the duly filled Form No. IV which is a statement regarding ownership and other details of the newspaper.
  • The second mandatory compliance is related to the annual statement in form II- on or before the last day of May every year.

  • Printer
  • Owners
  • Periodicity
  • Printing press

Procedure for RNI registration

Following are the steps for the registration:

STEP 1.

The first and foremost step to propose the name of the newspaper that will be further verified by the Registrar of Newspaper for India.

Afterward, an application is required to be made for title verification that will contain:

  1. Name of the newspaper
  2. Name of the owner
  3. Circulation language
  4. Periodicity
  5. The proposed area of newspaper publication

STEP 2.

All this information must be submitted to the concerned District Magistrate.

STEP 3.

You can also file an online application for title verification with the RNI.

STEP 4.

Now, first of all, the District Magistrate verifies the credentials of the applicant and then forward the application to the RNI for checking the availability.

STEP 5.

Thereafter, RNI issues a letter of title verification to notify the District Magistrate and publisher about the availability of the title.

STEP 6.

Besides, a declaration is required to be filed by the publisher with the District Magistrate to start publishing the newspaper.

This RNI registration form or application can be submitted to the RNI – along with the following:

  1. An attested copy of title verification
  2. Copy of the declaration
  3. The first issue of the newspaper
  4. ‘No Foreign Tie-up’ affidavit must be duly attested by a Notary

Within 45 days from the date of the authentication of the declaration, the first issue of the newspaper should be brought in case periodicity is daily or weekly. Whereas in the case of other periodicals, the newspaper should be brought out within 90 days.
