Exploring the Role of the Central Pollution Control Board (CPCB)
The Central Board for the Prevention and Control of Water Pollution was first constituted in accordance with The Water (Prevention & Control of Pollution) Act, 1974, and its name was later changed to CPCB. The Central Pollution Control Board's remit was then expanded to include the new statutes once they were passed, notably the Air (Prevention & Control of Pollution) Act of 1981 and the Environment (Protection) Act of 1986.
Although the Ministry of Environment, Forestry, and Climate Change is responsible for overseeing these actions, MoEFCC has given the central pollution control board the authority to monitor any businesses, industries, or other entities that are involved in matters that fall under the purview of environmental law.
The Water (Prevention & Control of Pollution) Act of 1974 and The Air (Prevention & Control of Pollution) Act of 1981 both highlight the key responsibilities of CPCB, which are as follows:-
- Through the prevention, mitigation, and control of water pollution, CPCB has the duty to promote the cleanliness of wells and water bodies located in various states.
- Additionally, to enhance air quality by preventing, reducing, and controlling air pollution.
- serve as an advisory board for the central government on issues pertaining to the control of air and water pollution.
- Create and carry out a national program for the control of air and water pollution.
- Ignore the duties and pursuits of the state pollution control board, and settle any disputes that may arise between them.
- Assist the state pollution control board by offering them technical advice, and take part in any study or inquiry being done on the topic of managing air and water pollution by sponsoring it.
- Create and carry out training sessions for staff members working on initiatives to minimize air and water pollution.

What is the EPR registration number?
According to the relevant legislation for packing, electrical appliances, and batteries (packing Act, Electrical and Electronic Equipment Act, and Battery Act), the EPR registration number acts as evidence of producer responsibility fulfillment and must be sought individually. Marketplace operators frequently request an EPR registration number as part of the checks they do to complete their control obligations. Typically, this can just be charged to the appropriate vendor account.
For whom is an EPR Authorization Certificate Required?
Every and plastic maker, recycler, brand owner, and manufacturer must register with the appropriate Union Territory Pollution Control Committee or State Pollution Control Board. All trash producers, local organizations, Gram Panchayats, manufacturers, importers, and producers of plastic materials are required to comply with the regulations set by Plastic Trash Management.
However, in addition to highlighting who requires an EPR authorization, it is crucial to comprehend the obligations of producers, importers, and brand owners, as described below.
Within six months of the rules' publication, the producers are required to develop the waste collection system's modalities, which must take into account Extended Producer Responsibility and State Urban Development Departments. The producers may do this individually or collectively, through their own distribution channels or by working with the relevant local body.
Each manufacturer is required to keep a record of the information pertaining to the parties involved in the supply of waste used as a raw material to create carry bags, plastic sheets, other covers, or multi-layered packaging, including e-waste.

Classification of plastic under CPCB
The central pollution control board of India categorizes plastic products for EPR.
- Rigid Plastic: Under typical circumstances, rigid plastic refers to a kind of plastic material that is stiff and does not easily bend or distort. Bottles, containers, toys, and automobile parts are just a few examples of things that frequently use rigid plastic.
- Flexible plastic packaging: It is a kind of material used for packaging that is constructed from thin, malleable plastic films or sheets. It is frequently used to package foods, drinks, personal care items, and household supplies.
- Multilayered plastic packaging: It is made up of several layers of various plastic materials that are integrated to improve the functionality and characteristics of the packaging. It is frequently used to package foods, medications, and other delicate goods that need certain preservation conditions.
- Compostable Plastic: Under proper composting circumstances, a type of plastic material known as compostable plastic has the capacity to deteriorate and break down into organic matter. For single-use items like bags, utensils, and packaging, compostable plastics are frequently utilized in an effort to cut down on plastic waste and promote sustainability.
If you import any of these goods, you must register with the EPR in order to control the plastic trash that is produced by your imports. It is a requirement of the law that importers of certain goods register as EPRs. Note: Applicants must present a self-declaration certificate in a format created by the Central Pollution Control Board (CPCB) if waste plastic is being used in the construction of roadways.
