The BIS is a national standard authority that stands as the "Bureau of Indian Standards". This governing authority was established on December 23, 1986, and the headquarters are located in Manak Bhawan, Old Delhi. To manage the products' activities more transparently, the Ministry of Consumer Affairs, Food & Public Distribution, Government of India, established a new Bureau of Indian Standards (BIS) Act 2016. But it came into action on 22nd March, 2016. The mandatory use of the applicable Indian standard was confirmed by the Department for Promotion of Industry and Internal Trade (DPIIT).

It means the products that have been categorized by the national authority need to meet quality and safety standards. 2. Footwear made from all-Rubber and All-Polymeric material and its components (Quality Control) Order, 2020
Certain footwear, which is designed with polymers and rubber, is required to meet Indian standards and also have the symbol of the Standard Mark. The changes were made by the Ministry of Commerce and Industry in 2022 for both rubber and leather footwear.

3. Personal Protective Equipment—Footwear (Quality Control) Order, 2020
