What is SIMS Registration?

Recent Updates: What Actually Changed in SIMS Filing for 2026
Three separate notifications reshaped this process over the last year, and a lot of content online still describes the version before all three landed.
The filing window tightened in February 2026. A Ministry of Steel notice effective February 19-20, 2026 moved the standard cutoff from 5 days before arrival to 3 days before arrival. Imports from Nepal, Bhutan, and Sri Lanka, along with steel scrap under HS 7204 from any country, now have a shorter 2-day cutoff to keep raw material and neighbouring-country trade moving faster.
SARAL SIMS launched on November 20, 2025. This is the annual registration route built for MSMEs and export-linked importers, and it replaces per-consignment filing with one registration covering the full financial year for eligible volumes.
The fee structure did not change, despite what several pages currently claim. It's still ₹1 per ₹1,000 of CIF value, with a ₹500 minimum and a ₹1 lakh maximum, exactly as it's been since the last fee notification. Anything describing a flat ₹500 fee for every application is describing a change that never actually happened.

Filing has to happen inside a specific window, not whenever suits you. The standard rule is 60 days before arrival at the earliest, 3 days before at the latest. Steel scrap under HS 7204, and shipments from Nepal, Bhutan, or Sri Lanka, get a 2-day cutoff instead. Miss the window on either end and the application either can't be filed yet or can't be filed at all.

SARAL SIMS launched on November 20, 2025, as a simplified annual registration built inside the SIMS 2.0 framework. Instead of registering each shipment separately, an eligible importer files once and gets a single SARAL SIMS Number valid for the whole financial year.
Eligibility runs on volume: consignments up to 10 MT each, with an annual cumulative cap of 1,000 MT, though that cap sits temporarily at 500 MT through April 2026 during the scheme's rollout.
