Paper Import Monitoring System (PIMS)

The Government of India introduced a mandatory registration mechanism on October 1, 2022, known as the Paper Import Monitoring System (PIMS). Under this registration mechanism, the importers are required to provide the advanced details for importing specific goods. Meanwhile, the Paper Import Monitoring System (PIMS) is a government-mandated digital platform designed to regulate, monitor, and document the import of paper and paper-based products. Its scope is to change the import status of the cover paper items from free to free, subject to mandatory registration.

What is PIMS Registration?

To adhere to India's Paper Import Monitoring System (PIMS), all paper importers must obtain an Automatic Registration Number (ARN) according to DGFT regulations. It also covers all types of paper products listed under Chapter 48 in the ITC (HS) Code—including newsprint, coated paper, tissue paper, etc.—through this registration process. On the other hand, navigating the PIMS registration process is a mandatory step before filing the Bill of Entry. The registration process ensures the transparency of imported paper documents and assurances of quantity accuracy, regulates the domestic paper sector, and assists in compliance with trade and customs legislation. But, without PIMS registration, paper imports may be delayed or rejected at the customs location.

Governing Authorities and Legislations

The consistent work between the governing authorities and legislations makes the paper import system more compliant and successful in the Indian industry. Here is how both collaborate for PIMS registration:

Governing Authorities

  • Directorate General of Foreign Trade (DGFT): It is the core governing authority that introduced PIMS. DGFT upgrades the past notifications and updates the PIMS Registration (online) regularly (http://imports.gov.in/portal).
  • Department for Promotion of Industry and Internal Trade (DPIIT): Formulate policy for the Indian paper industry and monitor the System for the Protection of the Indian Paper Industry.
  • Indian Customs (ICEGATE): The agency verifies the Unique Registration Number (URN) during import clearance of goods at ports.

Governing Legislation and Regulations

  • Foreign Trade (Development and Regulation) Act, 1992: DGFT has rights under this statutory legal framework to impose restrictions, conditions, or registration requirements on the import of goods.
  • Foreign Trade Policy (FTP): PIMS was implemented under the powers conferred by the Foreign Trade Policy, specifically altering the import policy of 201 tariff lines in Chapter 48 from "Free" to "Free subject to compulsory registration.
  • DGFT Notifications (e.g., Notification No. 11/2015-2020): Officially mandated the registration of 201 tariff lines under Chapter 48 (ITC HS 2022).
  • Policy Circulars (e.g., Policy Circular No. 45/2015-20): Provided clarifications on PIMS applicability, such as mandatory registration regardless of the purpose of import (e.g., SEZ/EOU/Advance Authorization).

Who Needs PIMS Registration?

Paper Import Monitoring System (PIMS) registration is mandatory for all importers of paper and paper items that are covered under Chapter 48 of ITC (HS), 2017 (201 tariff lines). Must register under PIMS before importing paper and its products into India. The registration of PIMS is required by the DGFT for users:

  • Importers: Those who import paper products, including newsprints, handmade papers, envelopes, toilet tissue, etc., can register as a PIMS user.
  • Entities in Specific Zones: Any Business Entity/Manufacturer that has been granted permission and has received approval from DGFT to set up operations in the designated zones, including Free Trade/Free Market Zones, and Export-Oriented Units (EOU).
  • Commercial Importer: engaged in commercial importation of paper products, including but not limited to small traders and large manufacturers.

Why is PIMS Registration Mandatory?

PIMS applies to importing paper products that are imported into India, highlighted under HS/ITC Chapter 48. PIMS online registration is important for many reasons, in detail:

Makes Customs Clearance Easier

A valid PIMS registration number allows the importers to get customs clearance at the port or other location for paper products. Mentioning the PIMS number in the Bill of Entry is a legal requirement; otherwise, the shipment will not clear.

Prevents Dumping

PIMS (Paper Import Monitoring System) helps the authorities to control the under-invoicing of paper products and also restricts the entry of misdeclared paper goods, especially those mentioned under "the Other" category.

Helps in Collecting Data & Policy Formulation

Through the PIMS online registration, the governing authority gets access to track the real-time information on imported paper items. Data analysis helps to make policy according to requirements.

Significantly Boost Domestic Industry

Monitoring the import means encouraging the "Make in India" and "Atmanirbhar Bharat" initiatives. It directly impacts the Indian paper industry to grow with the right policy and regulation formulation.

Facilitates Operational Efficiency

By creating an audit trail, it potentially minimizes the queries that are raised by the customs department authorities and further ensures smooth clearance of goods.

Eligibility Criteria for PIMS Registration

Meeting the DGFT's requirements is crucial before registering for the Paper Import Monitoring System (PIMS) in India. The primary requirement is that the importer must register on DGFT PIMS to obtain an Automatic Registration Number (ARN) at least 5 days before the bill of lading date. Other requirements include:

  • Must be a legal entity in India
  • Indian importers (traders, manufacturers, and businesses)
  • Valid IEC (Import-Export Code), PAN card, and GSTIN
  • Digital Signature Certificate (DSC)
  • Registration is only applicable between the 5th day and up to 75 days before shipment arrival.

Documents Required for PIMS Online Registration

During PIMS registration on the DGFT portal, the importer is required to submit several documents. Must keep ready the following documents/details:

  • Import Export Code (IEC): It is mandatory for all importers, including paper importers, to have a valid IEC (Import Export Code) number. Activate your IEC on the DGFT portal online.
  • Digital Signature Certificate (DSC): For online registration and filing of PIMS, an authorized signatory must have a Class-III Digital Signature Certificate (DSC) in their name.

Role of URN (Unique Registration Number)

Under the PIMS (Paper Import Monitoring System), URN plays a fundamental role in customs clearance for paper import. Well, it is typically generated after successful PIMS registration on the DGFT portal. PIMS URN signifies that the import of the notified paper has been pre-approved. Here is what you should know about URN (Unique Registration Number):

1. Compulsory during the filing of the Bill of Entry

URN must be quoted when filing the Bill of Entry for imported paper. This number helps the customs department to ensure that shipments are registered under PIMS before arrival.

2. Customs Department Verify Detail

Authority ensures whether the HS code matches the PIMS registration or not. Further checks the quantity and value against the submitted PIMS application and expected arrival date and port.

3. Protects from Delays & Seizure

If you do not have a valid URN, the customs department will not clear the goods, which will cause hefty fines or detention. By staying compliant with DGFT, it significantly helps to avoid delays or goods seizure.

4. Electronic Linkage

During the PIMS registration process, the URN is directly linked to DGFT's database. Although the customs authorities can validate the registration instantly without manual approval.
