It is not unusual to have a need for transporting goods across India. However, there are extra steps that must be taken when transporting these goods if you want to do it legally. The National Permit or All India Permit is the type of registration provided by the Transport Department of each State Government to transporters for carrying goods throughout India. The permit provides authorization for a vehicle to ply across Indian Union Territories and at least four other States besides the State in which the permit was issued under certain conditions specified by law including payment of required fee online on time before the commencement of journey.
A National Permit, also known as an All India Permit, is a sort of registration issued by the Transport Department of each State Government to transporters for the purpose of operating goods carriage throughout India. State governments can issue two different sorts of permits for goods carriage: State Permits and National Permits. A National Permit allows a vehicle to travel across India, including the state in which it was issued, the Union Territory, and at least four other states. To receive a National Permit, the vehicle’s owner must submit an application to the State Regional Transport Authority in question. In several states, the age of the vehicle for which a National Permit is sought is a criterion. Only cars under the age of 12 can acquire a National Permit.
Documents Required
The following documents are required for getting a National Permit:
- Vehicle Registration Certificate.
- The vehicle’s fitness certificate.
- The vehicle’s insurance certificate.
- Proof of payment of tax to the Home State for the current quarter.
- National Permit Fee.
- Demand notes made in favor of the authorities prescribed for the payment of composite taxes in other states.
- Wherever applicable, payment of a green tax.
Application Submission Procedure
Forms 46 and 48 are required to be presented with the application for a National Permit. These two forms, along with the required fee, must be sent to the Regional Transport Authority of the state in which the vehicle is registered.

Only transportation authorities have access to this website’s data. Transporters do not have access to the area.

- A transporter having a valid registration certificate of his own vehicle or being a regular user of an online service can apply online.
- In the case of a new vehicle, a registration certificate in the name of the transporter along with an RC copy and driving license is required to be attached with the online application. National Permit Verification
Anyone can check the validity and status of an online National Permit on the Vahan Portal after it has been issued. The following information must be entered into the Vahan Portal to verify the status of a National Permit: No. of Registration and No. of Chassis (Last five chars)
Section 88 of the Motor Vehicle Act
National Licenses and permits issued by a State Regional Transport Authority (RTO) for goods carrying are covered under Section 88 of the Motor Vehicle Act.
Definition of National Permit under Section 88 of Motor Vehicle Act
“National permission” refers to a permit provided by the relevant authorities to goods carriages to operate throughout India or in such contiguous States as may be specified in such permit in line with the choice indicated in the application.”
The following is a copy of Section 88 of the Motor Vehicle Act, which deals with National Permits:
- (9) Notwithstanding anything in sub-section (1), any State Transport Authority may, for the purpose of promoting tourism, award licenses in respect of tourist vehicles valid throughout India, subject to any rules made by the Central Government under sub-section (14). , or in such contiguous States as may be designated in such permission, including the State in which the permit is given, in accordance with the choice indicated in the application and the provisions of sections 73, 74, 80, 81, 82, 83, 84, 85, 86. 2[clause (d) of sub-section (1) of sections 87 and 89] shall, to the extent possible, apply to such permissions. 2[clause (d) of sub-section (1) of sections 87 and 89] shall, to the extent possible, apply to such permissions.”
- (12) Notwithstanding anything in sub-section (1), but subject to the rule that the Central Government may make under subsection (14), the appropriate authority may grant national permits in respect of goods carriages in a State for the purpose of encouraging long-distance inter-State road transport, and the provisions of sections 69, 77, 79, 80, 81, 82, 83, 84, 85, 86, 4[clause (d) of sub-section (1) of section 87 and section 1[clause (d) of sub-section (1) of sections 87 and 89] shall apply to or in connection to the issue of national licenses to the exte
