Domicile certificate also known as a residence certificate is one the documents that act a proof of residence in a particular state. In the state of Delhi, the domicile certificate is issued under the supervision of the Department of Revenue, as well as the Government of NCT. The residence certificate enables its holder with the facility to avail benefits, privileges and certain preferences offered by various schemes under the government’s regulations. The Delhi government has enabled many such schemes in order to help domicile holders and the residents of the state to avail from the many benefits they wish to provide to the residents. This article will look at the procedure for obtaining the Delhi domicile certificate in addition to the eligibility, rules and specifications you need to take care of.
Purpose of a Domicile
In simple terms, domicile means you get some advantages of being a resident of that particular state. In addition to this, domicile also helps get resident based reservations which are made in institutions like schools, educational institutions and/or government jobs. A domicile can also be used by students to apply for scholarships catering specifically to the residents of the state. In addition to this, the domicile certificate can also be presented as a proof of address for acquiring loans.
Eligibility Criteria
In order to acquire a domicile certificate, there are a few conditions that an applicant must meet so that he can be declared as a resident of the state of Delhi. These criteria are as follows.
- Individual must be a resident of the state of Delhi for 3 years before the applying for domicile
- Applicant should own a property/house/plot of land in Delhi
- The person should be on the voter’s list
- Female applicants can apply for a Delhi Domicile if they are married to an individual who is a resident of the state of Delhi
- In the case of minors (younger than 18 years) the domicile is issued on the basis of parent’s residence
Documents Required
- Annexure-I of the domicile certificate form prescribes an affidavit
- Identity Proof (Voter ID Card, Aadhar Card, Ration Card)
- Resident Proof (utility Bills like Electricity Bill/ Water Bill)
- Birth Certificate
- Proof of land/property. Property owning papers
- Coloured Photograph of Applicant (Passport Sized)
Procedure for applying for Domicile Certificate
The procedure for acquiring a Domicile / Residence Certificate can be done in two ways :
- Online Procedure
- Offline Procedure
Online Procedure
Here is the step by step procedure to apply for a domicile online.
Step 1: Log on to the government portal for the Delhi government [https://edistrict.delhigovt.nic.in/]

Step 2: Head on over to “Apply Certificates Online” on the home page
Step 3: Login with your username and password / Create an account if you haven’t already
Step 4: Click on “Apply for Services” under “Apply Online” menu

Step 5: Click on Apply and an Application form will open up as shown below

Step 6: Fill up all the necessary details given in the application form. Once done Click on Submit.
Step 7: On successful completion and submission of the application form you will receive an acknowledgement number. Make a note of the acknowledgement number.
Offline Procedure
To apply for the Delhi Domicile offline, the applicant should approach the Sub Divisional Magistrate (SDM) of the concerned area or office of the Deputy Commissioner to apply for the residence license. Below we give the domicile certificate.

Status of Application
The e-portal also facilitates its users to verify the status of the application. On the home page click on Track your Application link. Then enter your application number and applicant’s name to check the status of your application.
Download Certificate
To download your domicile certificate, you have to go the official web portal and click on Print/Download Certificate link.
Now you have to select the department and Applied for from the dropdown list. Then enter your application number and click on the continue button to download/print your domicile certificate online.
